Preheat oven to 350 degrees F
Prepare the bundt pans by using baking spray (for newer pans) or buttering and flouring the pan
In a large bowl mix together flour, baking soda, salt and set aside
In a microwave save bowl or over the stove, melt butter and chocolate chips. Then stir in cocoa powder, oil, and water
Pour the chocolate mixture into the bowl with the flour mixture and mix together until combined
Pour evenly into 5 mini bundt pans, filling them 3/4 of the way up
Bake for 20 minutes and let cool for 5 minutes before releasing the bundts from the pans
Combine the powdered sugar with the cream and drizzle over the cakes when they are completely cooled
